【摘要】:1.1Thisguideprovidesguidanceonconductingseismicriskassessmentsforbuildings.Assuch,thisguideassistsaUsertoassessaproperty''spotentialforlossesfromearthquakeoccurrences.1.1.1Hazardsaddressedinthisguideincludeearthquakegroundshaking,earthquake-causedsiteinstability,includingfaultrupture,landslidesandsoilliquefaction,lateralspreadingandsettlement,andearthquake-causedoff-siteresponseimpactingtheproperty,includingfloodingfromdamordikefailure,tsunamisandseiches.1.1.2Thisguidedoesnotaddressthefollowing:Earthquake-causedfiresandtoxicmaterialsreleases.Federal,state,orlocallawsandregulationsofbuildingconstructionormaintenance.Usersarecautionedthatcurrentfederal,state,andlocallawsandregulationsmaydifferfromthoseineffectatthetimeoftheoriginalconstructionofthebuilding(s).Preservationoflifesafety.Preventionofbuildingdamage.ContractualandlegalobligationsbetweenpriorandsubsequentUsersofSeismicRiskAssessmentreportsorbetweenProviderswhopreparedthereportandthosewhowouldliketousesuchpriorreports.ContractualandlegalobligationsbetweenaProviderandaUser,andotherparties,ifany.1.1.3ItistheresponsibilityoftheUserofthisguidetoestablishappropriatelifesafetyanddamagepreventionpracticesanddeterminetheapplicabilityofcurrentregulatorylimitationspriortouse.1.2Theobjectivesofthisguideare:1.2.1Tosynthesizeanddocumentguidelinesforseismicriskassessmentofbuildingsfromearthquakes;1.2.2Toencouragestandardizedseismicriskassessment;1.2.3Toestablishguidelinesforfieldobservationsofthesiteandphysicalconditions,andthedocumentreviewandresearchconsideredappropriate,practical,sufficient,andreasonableforseismicriskassessment;1.2.4ToestablishguidelinesonwhatreasonablycanbeexpectedofanddeliveredbyaProviderinconductingtheseismicriskassessmentofbuildings;1.2.5Toestablishguidelinesonappropriatefieldobservationsandanalysisforconductingaseismicriskassessment;and1.2.6ToestablishguidelinesbywhichaProvidercancommunicatetotheUserobservations,opinions,andconclusionsinamannerthatismeaningfulandnotmisleadingeitherbycontentorbyomission.
